The guidebook provides a catalog of tactics and interventions that can be implemented on a variety of scales in affected communities along the riverfront, through bottom up and top down approaches. It is through these processes that actors can explore methods of generating collective empowerment, subversion, and viable disruptions that allow them to enter negotiations over the environments they inhabit.
